When that happens they will receive so many points to select the free automatic jutsus they will get for being that rank right off the bat. Points gained by Shinobi rank.Chuunin: 8 points Jounin: 12 points ANBU: 16 points Kage: 20 points Cost of each jutsu by rank.D-Ranked: 1 point C-Ranked: 2 points B-Ranked: 4 points A-Ranked: 8 points S-Ranked: 16 points *Note* Wisdom does not affect this in choosing jutsus so you can learn jutsus you normally wouldn't know.
